Check your tail light assm. for moisture or cracks.
Remove bulbs, check for corrosion.
Check trailer wiring harness for cuts or bare spots.

Had the same problem. Mine was the tail light connector where the harness plugs into the PCB. Moisture collected in the plug and began to eat through the plastic housing. I cleaned it once, but that wasn't good enough. Had to go back and use a dremmel tool to play dentist and grind away all the charred plastic. After careful grinding and cleaning, and the addition of dielectric grease to keep out water, the problem has gone away.
