bhp is Base Horse Power... which means at the flywheel, you have 125bhp. and whp is Wheel Horse Power, when the power goes through the transmission, you loose some horsepower, and torque. like a h22 is rated at 200 hp and 160 tq, BUT if you put that motor in a car, and run it on a dyno, it will say, 180hp, 145tq (rough guess)

bhp is brake horsepower, but it does measure at the flywheel

base hp would be talking about how much you start with when you are peformance tuning. I'm unsure on why it is brake hp, but its the term they use on Top Gear, so I'm just going by that.
