Keep blowing the ERLS fuse

The problem started one day when I couldn't shift out of park when I started the car and pressed the brake. The fuse will blow when you go to start the car but doesn't when you turn the key to just the on position. It doesn't happen all the time either. Sometimes I can start it 6-8 times before the fuse goes and other times it will blow on the first start.
I replaced the shifter assembly with one from a junk yard because I overlooked that fuse in the first place so I don't believe the park lock solenoid is faulty. I also checked the switch on the brake pedal that sends the signal to the park lock solenoid. I know that the A/C pump runs thru the fuse so I shut that off and it still blew. The back up lamps run thru it but it blows when you start the car not when you put it in reverse.
Any help would be greatly appreciated.
Thanks

Sorry, I guess that would help. Its a 1997 Grand Am with a 3.1 liter automatic.
Yeah the ERLS fuse. Its located on the fuse block in the engine compartment. Here is what the owner's manual says for it:
Back up lamps
Canister purge valve
EGR
Auto Trans
Brake Transmission Shift Interlock
Anti-lock Brakes
Variable Effort Steering
A/C compressor
Park Lock Solenoid
