how can i make the rims or some of the parts on the car shine/spark..
somting like in this drawing.

Looks like a lens flare in photoshop to me.

You can use some white goache paint, use it with a fine pointed paintbrush and use it for your highlights on the car. That is one hot sketch!!! i hope this helps :)
