I have a 95 metro 1.0 litre 2 door hatchback. Where is the blinker fuse located? Is it under the dash or under the hood?

If you are refering to the flasher; autozone says it is:
FRONT SEATING AREA, DRIVER SIDE, UNDER DASH, DRIVER SIDE OF STEERING COLUMN, MOUNTED BEHIND INSTRUMENT PANEL

Correct. This would be close to your left knee as you're sitting in the driver seat. If you get on your back and peer up under the dash, the fuse block *should* be under a white plastic cover, and will be right of the steering column from this perspective.
