Service-Engine-Soon Light Doesn't Work

I have a 1995 Aurora with 112,000 miles. Bought it 6 yrs ago with 63,000 miles.
The only trouble I had with it was engine hesitation/low power/overheat which caused by bad coils and sparkplugs/wires.
Since I changed those with NGK Irridium plugs/wires and everything got fixed.
Anyway, back to my question: California emissions requires Service-Engine-Soon light to come on when you turn the switch to ON position. Mine doesn't, even though security/ABS/ some other lights come on.
Stealer(Dealer) already checked some and charged me $120 (for nothing whatsoever fixed).
Obviously it's not from Fuses because other lights work. What else causes Service Engine light to stay off?
Question #2: Since dealer messed with wiring, The rear shock pressure adjuster motor starts running everytime I touch the car or sit in it and runs for 5 min with noise. How can I get rid of that?

this may be a dumb question but is the bulb good?

Dealer says: " Aurora instrument panel has no bulb, instead it has instrument cluster" (whatever that may be!"

can you test it some other way by forcing it to make a problem that would normally light the bulb?

pop open your fuse box and remove the fuse for the EGR, the light should kick on in a matter of seconds.
Also, Hesam, on my 1995, my Check Engine Light didn't come on prior to fully starting the car, and both of my 1999's do. I believe that is an OBD-II thing.

your shock problems are probably unrelated to recent dealer trip
level sensor is going out or you have a leak
