94 Ranger No Fuel

I have a 94 Ranger that quit running. I sprayed carb cleaner in the intake and it runs until it runs out of the cleaner. When I turned the key on the fuel pump doesn't come on. I changed the pump and still nothing. I have replaced the pump, the relay, the inertia switch and all of the fuses are good. I got a wiring diagram and I checked all of the wiring with an ohm meter and it is good from the fuse panel to the pump. It is also good on both sides of the inertia switch. Here is the kicker..if I jump the terminals at the relay I can get the pump to kick on and I get fuel at the pressure regulator valve. I thought that it was a bad relay so I tried another with no luck. I can also get it to come on when I put power to the wire at the PCM that goes to the relay. Even though the pump comes on when I jump the relay, the pump won't shut off and the truck won't run even with the fuel pump on. The only way it will run is with fuel or cleaner dumped into the intake.
I feel like I am missing something simple, but for the life of me I can't figure it out. Anyone's help would be appreciated.

how about the fuel filter have you replaced that?

If you're jumping out the contact for the fuel pump relay, it sounds like the relay coil is not getting power. Since you're supplying power to the coil (by grounding it), then the PCM is not supplying power to the relay. Maybe a bad PCM...

The fuel filter is new....and my next thought was the PCM. I guess that I should be able to ground that wire to the PCM and get the truck to run?

I jumped the wire at the PCM and the fuel pump comes on, however, the truck still won't start. I am getting fuel pressure at the fuel rails with the pump on. I also have power at the injectors. Why will the truck run if I dump fuel in the intake, but not when I jump the fuel pump?
Any ideas?
