Brake line on steering shaft

Anyone ever hear of this?

The brakes on my '98 Jimmy started losing pressure the other day and after a bit of inspection, I found one of the hard lines coming off of the ABS module had gotten itself firmly against the steering shaft, wearing a sizeable hole in the line. I have been racking my brain, trying to figure out how this could happen. The brakes were serviced about this time last year (a rear caliper had siezed up), and again about the same time the year before that (new pads, turned rotors, all routine). The only other serious work done was also about a year ago when I had to have the water pump replaced. Does anyone have any idea how this could have happened? The tech said the line had been clamped in place like that. I have my suspicions about that. Could it have been pulled during routine work or an oil change (the line does seem to cross near the oil filter)?

Also, how long would you think it would take a line to wear through in that situation? The pressure loss was pretty sudden, just dropped while at a light. No warning, no gradual loss or any other symptoms. The truck probably sees about 1000 miles each month. Seems to me the line would wear through within a few months. Any thoughts?
