95 Ford Escort headlight problem

Just had the ignition sleeve/lock replaced and when got the car back found out that the headlights won't work now. No high or low beam. Everything else works, parking lights, tail lights, turn signals, dash lights. Can this be a fuse problem and if so, where is the headlight fuse?? I just replaced both headlights couple of months ago. Could something had been damaged or not reconnected when mechanic was working in the steering column replacing the ignition mechanism??

The fuse for the headlights is in the engine compartment. It's a little black box next to the battery. The headlamps take a 30 amp fuse.
