Fan trouble

Well, Recently after the "check engine" Light came on, I got to looking around and saw that my drivers side radiator fan was not moving and the plastic blades had melted. This made it not able to turn at all. It also appeared that the motor had burned out on it.

So... I go get another fan and install it. Now, when the vehicle reaches the correct temp, no fans will move. I tried removing the Fuse for the radiator fans, and as soon as I do that the passenger side fan will kick on. If you put the fuse back in it will continue to run until the car is turned off. If the fuse is back in when the car is started, the fans will never run. Right now I have taken the fuse out, and the one fan will run, but not the new one. The check engine light stays on as long as I have the fuse out, if I put it back in the light turns off. Any ideas to fix?? Other than getting someone to check whatthe service light means?

Also, while using the cigarette lighter a while back it appeared to of shorted out and blew a fuse (or at least I hope it's just a fuse). I searched through the repair manual I have and cannot find anything about it. Anyone know if there is one (a fuse)?
