Blitz SUS intake

I was at www.fastwrx.com and under the intake section for the Blitz SUS intake it said, "May not be emissions-legal in all states; for offroad use only"....huh? The intake produces emissions? I am confused can someone shine some light....I thought only your exaust produced emissions.
