Turn Signals & Headlights (Low)

My 1994 3.4L V6 Camaro has been sitting relatively unused for a few months now. I bought a new truck and haven't needed it as much as I thought I would. Now I'm getting ready to sell it, but I've ran into a few problems. The main issue is my turn signals... they don't work. The lights do not flash outside, or in the dash, and the "clicking" sound is completely gone. I've checked all the fuses; no problem there. And I just discovered, by accident, that it is not the bulbs because my hazard lights still work... inside the dash too. So I'm wondering if it is the flasher thing under the dash next to the steering wheel column? I have a bunch of things to fix so I'd like to avoid as much "trial and error" as possible.
Another issue that may or may not be related is my low beam headlights... they don't work either. High beams and fog lights are good, as are the fuses. There is the possibility that both lamps burnt out at the same time, but that seems unlikely. My sister was the last person to drive the car and she says everything was working fine... but she's not the sharpest bulb in the crayon box.
