97 GND Caravan overheating

The fans are not coming on, I checked the fans with a jumper they both work. The sensor on top of the engine seems to work, When i disconnected it i lost temp indication on the instrument pannel. The gage was all the way hot when my wife came home and she said the light came on too. The fuse is ok too.
So where is the relay for the fans? can that be why the fans are not coming on. Or is there another censor?

Sorry just saw the string below, must be the relay next to the radiator and fender, i hope.
Who had the recall message for the 96? is there one for the 97 too?
