98 Millenia -head gasket replaced-trouble??

I have had the engine head gasket replaced and it seems not to use oil-there is a lot of oil around the lower part of t he engine should i use degreaser>also I have a set of 17 in wheels on the car I bought which show a 44 max psi what is the proper inflation for a 98 base model w those wheels.
