95 accord engine swap

One question, I want to purchase a '95 honda accord who's engine has been swap with an '02 handa preludes v-tech engine. The "Check Engine" light is on and the guy selling it told me it's due to the swap. In other words the car is fine and i shouldn't worry. So, some advice, or an answer. Is it normal like I was told? The car came from florida to texas, and the test drive was fine. Will it pass an emmisions test in Texas with an engine light on.

There shouldn't be any codes, you should find out what codes it's throwing before you decide to buy it (if you haven't already).
