97 4runner with squeaky/whiney noise from engine

I am hearing a noise from like the area of the engine fan, kind of a squeaky noise.
Any ideas?
Oh, and the water pump was replaced a year and a half ago.

Alternator, power steering pump, and/or belts.
Get a mechanics stethoscope and probe the parts, that will tell you exactly where the noise is coming from.

Very unlikely that it's a lose pulley.
A long screwdriver applied to the suspected (non-moving) component then put against your ear will do just about the same as a stethoscope.
Let us know what fixed it.
