96 rodeo starting problem

Iv got a 1996 rodeo that will start sometimes and not start other times. The engine turns fine have power to everything windows locks cdplayer etc. To get it to start i have to turn the key a few times or like 20 times lol. One day i was looking at my gas meter it read about a half tank then i tryd starting it and it wouldnt start like always and i seen my gas meter drop all the way to 0 gallons every time it wont start the gas meter drops. i continue t turn the engine and it starts and then my gas meter goes up to normal. I think its either the Fuel filter or pump. what do you guys think?

What exactly happens with the engine on the times you turn the key and it doesn't start? Single click? Engine cranks but doesn't fire?

The starter sounds fine engine sounds good when the key is turned it just wont start until it reads that i have gas i believe i changed fuel filter that wasnt it because it just happend agaian last night

right after it starts it will read i have gas again i dont know about other rodeos but mine will say how much gas i have when it is off and when i try to start it when it wont want to that meter will drop until it starts. iv read up on some stuff and it may be my fuel pressure or pump they say people get it mixed up
