Type R Steering Probs, need help

My 2000 integra R steering is in serious trouble. When im not accelerating, slowly breaking, and or not engaging the clutch it pretty violently jerks to the right. My steering has gotten worse over the last year and now instead of just drifting right its jerking. My guess is the Rack and Pinion need replacing. But this is where my questions begin:
How Much should this Cost?
How dangerous is it to drive and can i drive it an hr to the dealer?
Should I have the dealer do it or some local mechanic do it?
And lastly at 64,000 miles is this strange to have this problem?
