Fog lights don't work

I have a 1997 Eddie Bauer edition and the fog lights do not work.

Replaced the switch, blubs, and checked fuse.

all seem ok.

Is there a relay some where that i need to check?

any help appreciated.

I have a 98 and it shows a fog lamp relay located in the relay box just under the air intake duct just where it leaves the air filter box.
