Horn will not cut-off

I recently purchased a 1996 Lincoln Towncar, and the horn will sound when I am driving, as if I am leaning on the horn. I am trying to figure out why this is happening, I had to pull the fuse, in order for the horn not to work. As you know with all of these crazy drivers, a horn is greatly needed, not to mention it is also needed to pass NJ's inspection. If anyone have any idea, please let me know.

does it happen when you are turning also and also is your air bag light on or does your cruise control work?

The horn goes off when the car is sitting or driving. My cruise control works fine, and my air bag like is not on.

I'm leaning towards the Clockspring (aka Air Bag Sliding Contact)
The Town Car also incorporates "Horn Switch Plates" that may be malfunctioning.

Are there any other malfunctions with the steering wheel controls? Not that there should be, but with Clockspring connections more than one connection can be malfunctioning at the same time.

Here's an interesting, and somewhat related story:
I have an F250. The PO re-installed the steering wheel horn button assembly for some reason, with the wrong length screws. These longer screws penetrated the contact viens in the horn button assembly causing eratic horn operation too. From the outside looking in, I couldn't figure out why it worked fine detached and not attached. When I peeled back the rubber is when I found that the viens were pierced. I guess I had a hard time believing the factory screws were replaced. Duh...

exactly what i was thinking i had almost the same exact thing happen to my mgm it would not work at all except some times when i would turn it would go off also my cruise control would not work and my air bag light was on thats why i asked. clock spring is an easy fix and not to hard to do so thats where i would start
