Help!!! brake problems

I have a 95 chev beretta which is pretty much the same as the grand am. My problem is when the car is off you can pump the brake pedal and it comes up hard and when you start the car the abs pump does its thing but it takes longer than it should well longer than it used to. After the abs stops the light comes on and pedal goes almost all the way to the floor before the brakes work. The car has new pads rotors shoes and drums i thought that would help but it didn't. Anybody have any ideas? I do all the work myself so i know the lines have never been off and there has always been fluid in it. Any help or insight to this problem would be good. oh yea the shoes have been set up too and when you stop the rear grabs first

Two potential issues, bad abs or bad vacuum booster. I would do the vacuum booster first due to cost. Also check the connection between the engine and the booster as it may be leaking. If that doesn't correct the problem you will probably need to change the work on the ABS and possibly change it.
