Front Bumper

Here's the story, I need a new front bumper because the paint is peeling off the nose, but I was told it would spread all around the bumper. Now, I obviously could just get it stripped and re-painted, but it has some cracks, and it would already be expensive, so I thought I might as well get a whole new bumper and get it painted to match. Then I did a search and found a 'front bumper cover', not a bra, but a cover. Here's the website: http://www.replacementgeneralparts.com/request/index.php?cat=1&year=1994&make=CHEVROLET&model=CAMARO
Now here's my question, what is the difference between this cover and a whole new bumper? I could get a remanufactured bumer from Keystone for
~$252 or just get this cover ready for paint for $80. I don't exactly know what I need. I am also getting a fiberglass hood, so I figured I would get both things painted at once anyway. Sorry for the long post, please help.

They call bumper covers because they don't come with the actual bumper, which is the big faom looking component which is inside the front bumper when you take it off. The cover is just the body panel, which would be what you're looking for.

Thanks for the help. I just went back up there and the guy explained it to me. But now my day has gone to hell because I budgeted everything out that I was going to get for the car this summer and now I am going to be set back a lot for paint and labor. PAINT sucks.
