When I turn on my 1999 Tracker, the lights and electrical parts of my vehicle pulse high and low constantly. Sometimes it feels as though the car is going to stop. When you are outside of the car, you can see the lights pulsing bright and dim and you can hear the engine pulsing.

I don't know what to do, the mechanics say there is nothing wrong with it.

I think you're having a security problem. Did you buy the car used? Are you using a newly cut key? I wonder if the '99 keys had to be programmed. Maybe these will help some.

I have a 99 tracker and recently experienced the same problem. I did 2 things that fixed it. 1st time I got a new battery and tightened the belt to the alternator. This temporarily corrected the problem. But after a few months it started doing it again. I replaced the alternator and the problem went a way.
Believe it or not the alternator tested ok. But the more components I ran, such as the heater and a turn signal, effected the car immensly.
So my advice would be to look into the alternator, voltage regulator, or if it is old, the battery.
