TCC locked up all the time?

I have a 1996 taurus w/ ax4n automatic tranny and 3.0l v6. When the car is put into any gear the car will immediately lurch forward and stall. It feels to me like trying to start a car with a manual tranny with it in gear and the clutch engaged.
I can get the car to move by getting it rolling and then shifting into drive or reverse. Once it's moving it drives normally..... until I try to stop.... then it's back to the lurching and stall. This feels EXACTLY like coming to a stop with a manual tranny and not pushing in the clutch. I have to press hard on the brakes and the engine with slow until it finally stalls.
The fluid is cherry and there is definately no slippage. I thought maybe the eec/ecm (whatever) was activating the tcc lockup solenoid so I disconnected the wiring from the trans and it still did the same thing. I'm sure this is not an accepted procedure but now I'm pretty sure it's a mechanical problem.
Been a long time since I had the codes checked but I think it did have one relating to the tcc. I'll get it checked again soon.
Could this be the tcc solenoid sticking open? With the harness disconnected false signal should be ruled out.

Any help would be much appreciated. Hopefully someone has run across this before.
