Sounds like you have a factory immobilizer. The remote would deactivate the immobilizer when used.
Most cars with an immobilizer would have a chip in the key, which would be recognized by the system allowing the vehicle to run like normal.
Is this the FACTORY keyless entry you are referring to.....or an aftermarket keyless/alarm?

Yes it is factory keyless. Is there some way to fix it? I do'nt want it to start doing it with keyless. And have Mom out some place.

It sounds like you might have 2 sets of keys, but only 1 remote. I'd suggest just adding a remote to the system. The remotes for the 95 Concorde you can program yourself without dealer help.

There is a switch on the door lock clylinder on these vehicles . When the switch fails ( usually because of a pressure washer or a drive through car wash) the alarm system will not disable when you turn the key .
