Do the brake lights work fine? What happens when you turn on the turn signals and the hazard lights? Do the front parking lights work when the rear do not?
If you have no tail or brake lights, use a test light to check for voltage at the tail light sockets when the test light is connected to a known good ground.
What do the turn signal indicators on the instrument cluster do when you use the turn signals? What happens if you step on the brake pedal while the turn signals are on?

There's a ground behind the dash that often gets forgotten about when changing out the heater core n such..

Check the headlight switch. Make sure it is not melted. Part of the switch may have failed. Test to see if you have power going to it and power coming out of it when it is in the on position. A wiring diagram will show what color wires are connected to the switch and where they go. Did you use a meter or a test light to check the fuse? Dash and tail lights are on the same circuit. Headlights are on another circuit.

all my lights work except the dash and tail lights. on the dash panel the blinker, brights indicator and all other dummy lights work just not the bulbs to illuminate the gauges. i guess the tail lights worked right up until i had a family member check the dash lights, he said he just checked the fuses but now the tail lights have gone out. other than that the brake lights and blinkers in the rear work.

Dash lights and tail lights are on the same circuit. Use a wiring diagram to help trace the circuit to find the failure. I have seen at times that the fuse will be ok but not getting any power due to a corroded or burned connector behind the fuse panel. Use a test light to see if the fuse is getting power. Check the headlight switch. Use a test light or a meter to see if power is going to the switch. Use a test light or a meter to see if power is coming out of the switch.
A wiring diagram will help to provide a methodical approach to testing and isolating the problem circuit.
