Fuel pressure on a 94 ford explorer

my explorer starts to rattle when I drive it specially when it goes up hill.like it dont have enaugh power.
I alredy changed the catalytic converter on it.it is still the same.
I tested the fuel pressure and it went close to 30 psi does any one know how much psi is supposed to run at?
Or hw to fix the probem?:screwy:
