wires behind dashbord

i do not have the rear wiper defoster nor fogligths on mine so i have a dead panel there but as i pop it off i see 2 or so set of wires with plugs...did they all come pre-wired for washer defoster wiper ? if so whats needed to add these to my car?

Some of the newer blazers came pre-wired for the fog lights. If you search there is a how to of using the stock wiring floating around somewhere.
