S10 Blazer electrical problem

Just bought a 94' as work truck.Problem is this: Drivers side window goes down(power windows) and doesn't want to come back up.After awhile of idling; it'll go up an inch, and so on.I'm getting 13 volts at the harness.Swapped 30A breaker w/ one for heat, and problem persisted.Does this sound like a bad motor for window?
