Headlight Leveling

Got a question. I baught these POS after market headlights. Why? Becuase they were cheaper and cheaper is what I needed at the time. Yes they are Jap lights....Funny becuase they suck royally. They are the one piece headlight for the E36. They don't mount up to any of the orginal holes and the blinkers are a different type plug so I still have no turn signals. But since i have them I've had a hard time figuring out how high they are supposed to be. I think I'm blinding people becuase i can't see the road. I need something that someone can tell me that will give me a better ballpark figure on the up/down positioning. So how many feet above the ground should the lamp be shining when it's reflected off a white wall in front of you? Thats what i need to know....Thanks
