Coolant

First off I apologize for being stupid, but my previous 2 cars were from the 1970's.

My 96 Ford Contour overheated and I added water. Since then the belts seem to be sqealing a little. I put some belt dressing on which quiets in down for a day or 2 and then comes back ( I think this is from a flood we had about a month ago; the car never got submerged but it did get really wet). The water is overflowing out of the overflow. I am not used to having to add coolant in an overflow tank. After I added the water it ran cool for a week with a little water coming out everytime I parked. The person I bought the car off of said it tended to always runs a little hot.

Some one at work told me it is because I have too much water (not enough antfreeze) in it and it isn't cooling it (I live in Florida).

Do I turn the engine on and let it suck the anti-freeze down into the radiator? How do I add the anti-freeze? In my other cars I just entered it straight into the radiator which was simple; I could see the fluid going through the coils; I'm not sure with this car.
