Steering wheel moves

Greetings:
I have a 1988 Camry I have just acquired for my daughter. Among the problems I am repairing is a steering wheel that will freely move up, down and side to side without moving the column. I removed the wheel and found that the shaft moves at the wheel end, but doesn't appear to be moving further down and the column doesn't move at all. Is there supposed to be a bearing at the end to hold the shaft in place? There isn't one there now...

Yes there is a bearing/bushing from what i can see. I think it is plastic or the like. Should be an easy instalation. Make sure any old peices are removed. It must have been removed for some reason? Can't see that it would be gone entirly.
