Tool req'd for aiming brights??

I have expressed my frustration with Subaru over their lack of mention on aiming headlights and highbeams in the factory car manual. It was the same sort of thing when it came to changing a bulb on my foglights....I had to explore.
I know how to aim the headlights/ low beams... it looks as though it may require some sort of key to adjust high beams??
Appreciate your help, my nearest dealer is a 4 hour drive away... and the last time they aimed them very wrong! UGH! :banghead:

Well, I tried another dealer, this one in Eugene (another 4hours driving) and after shelling out more money this dealer also could not aim the brights! GRRR! This is the point where I actually prefer driving a different make of car after it gets dark! This should be a simple fix, yet it puts trained Subaru techs to the test (and to shame). :banghead:

how did you change the fog light lamp? I am stumped...96 outback
