car cut out at 107??

here there i hope some one can help me because i have a 99 grand prix GTP with an intense PCM last summer i let off the gas at 117! well i took my car out for a little joy ride and couldnt get past 107 it was like i had a speed limiter on? but i dont! PLEASE HELP ME SOMEONE!!!!!!!!!!!!!!!!!!!!!!!!!:uhoh: :frown:
