Steering light on p38

Hi to everyone
I have a 1998 p38 . The steering feels really sloppy at low speed it is ok at high er speed - over 40 mph . I have had the tracking done and it is set up ok also there is a pull to the left hand side which is my nearside as i am in uk - any ideas or help much appreciated
