Seatbelt problem

my passenger side seatbelt will not snap into the buckle does anyone here know how to fix something like this??

i've had the plunger in the reciever stick in the open position and not lock into place. i've gotten it to work again by sliding a falt screwdriver blade in and working it loose again.
