does the fed. v. cali. apply to the rs? in other words, does an rs owner need to know weather his/her car is a fed. spec. or a cali. spec.?

it doesn't matter because that engine meets both requirements without modification

uhh...do what? i don't think you understand why people need to know which one they have.
the reason to know, is because most exhausts are made for the cali spec eclipse. if you have a fed spec eclipse, then you would have to make modifications to the cali spec exhaust, in order for it to fit correctly.
to answer the original question....I have only heard it refered to with the V6. however, i believe that it also for the 4cyl.

what im saying is there isnt two different exhausts for the eclipse 2.4L meeting cali spec and the one meeting fed spec. They both meet the more stingent cali spec so there was no need for mitsubishi to have two different systems like the V6 engine.

There is no "both". The answer is there is no cali/fed spec 2.4. They are all the same, so any exhaust that says 2.4, it will fit.
