help with ID on old Cutlass

I'm looking at a 1970 Cutlass in Mesa, Az. The car seems almost completely unmolested except for one repaint with a non-original Teal color over the stock Gold. I've done my share of bodywork, but cannot see that the car has been through a major collision repair.......
But- the car has a 1970 Cutlass rear bumper, and a 1971 cutlass front bumper (with the round turn-signal holes). Both bumpers have all of the lenses, grilles, filler pieces attached. It's weird.
Does this make sense to anyone?

A previous owner may have just like the look of the 71 front bumper rather than the 70. Another possiblity is that the front bumper may have been damaged in some way. Hell it could have been a little dent or crack in it and the owner was finicky that he just had to replace it. I'd say just get a carfax on it and see where it has been and what it has been through.
