Emissions Problems of Carb 83 22r

Hi Guys,

I have an 83 carbed p/u with a 22r. When I take through smog I fail because at an idle it runs high on the Hydro Carbs and on the Loaded it swaps and runs high on the C/O. Any Ideas?
