I didn't see any recalls for 2003 related to the dash.
Are you sure it isn't a Technical Service Bulletin (TSB). TSBs are issued for known/common issues that are not considered to be safety hazards. A TSB will be issued to the dealers explaining the factory-recommended method to repair the issue. There is typically no financial consumer compensation for TSB repairs.
Update: Did a quick search for related TSBs as well and did not find any related to the dash other than for illuminated CEL.

If you don't mind posting the complete VIN, I will run it through Ford's Oasis site and check for you. If you don't want to post here, send me an e-mail and include complete VIN and I will check. You might also try http://www.ford.com/en/vehicles/owners/recalls/default.htm and see if there is any information there.

ohmygod! We HAVE to find this out - at 44k miles, my odometer quit - I have extended warranty, took it to the dealer - they kept it for 4 days to repair the odometer. When I got the car back, I no longer had antenna assisted AM or FM radio signals, but my satellite receiver was still working well. My satellite was an after-market that I had installed on the old Taurus, that the dealer installed on the 2003 when I bought. So I take the car back to the dealer complaining about the radio. They find the satellite setup in the trunk and say that the problem is probably caused by the fact that the satellite antenna is tapped into the factory radio antenna and that they'll have to setup another service appointment and trace it all out and charge me by the hour. I said that would have to wait, and left. When I left, I no longer had satellite reception - all that was left was static and CD. Now, the buttons on the radio display (volume, power, etc) don't do anything at all and I can't even turn the damn power off! Have you heard anything else about this recall?????

duchesswl, if you live in America or Canada I would go to the Dealership GM and threaten lawsuit for that. North America Ford isn't allowed to tamper with third party parts and they are liable if they damage it when doing a non-service job.
