Headlight problem, Need HELP!!

I have a 97 Cavalier and my day time running lights and left headlight aren't working. I've checked fuses, replaced the relay and still nothing. What is stumping me is that I am getting 11.5 volts at the headlight plug but when I plug the bulb in it won't come on. I'm completely stumped. Does anyone have any suggestions???

Did you check both sides of the plug or did you check it with one lead to the hot and one lead to a ground on the frame or something? If you did the later part then i would say you have a bad ground from the plug... Assumung the bulb is good...
