89 Turbo- crazy crazyness

On my 89 2.5L Turbo, Voyager.
After blowing air through the fuel lines and checking the O rings on the injectors I have a new crazy problem. When driving, cold or hot, after about a mile or less I have no power when I step on the gas pedal, unless I turn the ignition off then back on. Power returns and I'm able to step on the gas pedal and accelerate for maybe 6 city blocks then lack of power to the gas pedal returns, so I turn the key off then on again and I'm good for another 6 or so blocks. During the lack of power situation when I step on the gas pedal it loses power immediately, like it is flooded with either to much air or fuel-or both. I drove 20 miles last night and turned ignition off and on 12 times to get home. Where do I begin to look????
