ok i have a 95 eagle talon esi n/t, i trade a bike for the car and the past owner told it only needed a water pump so i tear the engine apart put a new belt and water pump on , i lined the marks up where they had it .....now the cars runs but no very good ....it sounds like its flooding out ...i have tryed everything , could the timing be a few degrees off and do i have to take everything back off to retime it?.

The iming being off would cause it to idle very rough and missfire so if thats what its doing then yes it probably is. You can check with a timing light and see for sure. As for retiming it I believe you can just take the tensioner off or losen it or whatever and move the gears around

Make sure the crank sproket and balance shaft sproket are lined up, your crank sproket has a plate and a sensor that control your firing.
