98 LS pgm fi fiasco

What's up! New to the site,looks cool. I have a 98 integra ls. No start, injectors stay on, everything is staying on like the pcm is being backfed through the pgm fi relay. Anyone see this before? this one's driving me:screwy: :banghead: Lemme know! Thanks!

spark and timing?

Yes, it has spark. Tried to disconnect all pcm input sensors, thinking maybe an info sensor backfeeding the pcm. Tried KG pcm, & main relay. Disconnect under dash fuel pump fuse, buzzing goes away. Yes, IAC, fuel pump, injectors, etc... stay on until the U/D or under hood FI fuse is removed. Suspect main relay wiring STG/STV, & backfeeding PCM.
