Motor building help

Im going to build my whole motor but just the bottem end for now.... turbo:). Where is the cheapest place to get a performance bottem end kit?

I plan on having my motor bored .20 over and having it sleeved. what would be a good compression to run? I plan on running maybe 12-15 psi (If it can take it)
