Ford Fiesta MK4 heating problems

So I purchased a cheap run around car today.

It’s a Ford fiesta MK4 1996 1.8 diesel with 100,000 on the clock for £465 from a POLICE OFFICER so I thought I could trust that it was a good car when he told me it was.
(Oh and just to let you now I know very little about cars, for example I have never even heard of a spark plug until yesterday- but I am a quick learner)

I discovered the fan on the radiator is not spinning and also that no heat is coming out the air vents when I set it to hot. I presume they are linked but don’t have the foggiest how to repair it.

I imagine this is a common problem and thus aim to fix it myself, does anyone have a any tips??
