What about the throttle cable? Have you tried adjusting that?

Adjusting the throttle cable has nothing to do with the throttle sticking

(1) Does your engine go up and down at idle?
(2) Does it do it all the time or just at warm up or only after the car is warm

If the idle is steady then its probably your throttle cable needing adjusting it idle goes up and down then its problem a vacuum leak and if it only does it after the car is warm then its probably the fast idle valve

Look at the throttle body where the cable connects to it the are 2 bolts holding the cable on 8MM (if I remember right) one holds the cable in place one adjusts the cable (adjust the one on the right) do it with the car on so you can judge your idle when doing it

It may be the fast idle valve staying open after the car is warm. Oh BTW win you adjusted the cable did you do it when the car was warm?

ICV needs replacing. My SiR currently idles at 1500-1800 rpm and I just have to find a replacement - you won't have as bad luck finding one I think :)

icv ? idle control value is that it cause thats what guys at work say but they said that the dont really go up like that maybe i could just clean it but in the chiltons it say be careful not to damage so im leaving it alone how much is this going to run me an is it going to damage anything the way it is now havent noticed any difference in the way the car runs just burning more gas

Ya you may not need to replace it just try to clean it first

Take off your intake have someone in your car start it and punch up the RPM to about 3000 RPM and hold it there. Then spray some carb cleaner into the TB only a little (your engine will bog a bit) repeat a few times. Turn off car et car cool off then restart car and see if it still does it if it does try to clean it again if this does now work replace it

i noticed you said when you adjusted your throttle cable you said you tightened it...dont...loosen it, that section thats just bare cable between that adjusting bracket and the throttle body, you should have about 3/8 to 1/2" play in it...the idle should be set with the idle adjustment screw on the bottom of the throttle body...that screw is set from the factory, so do not touch it...
