92 Fan Speed?

My dad has 92 caprice classic and his fan only works on high none of the other speeds work. Now my uncle told me that there is a temp. sensor connected to the heater core some where that allows the fan to operate in the lower speed and that the sensor needs to be replaced. Now is this true? If so where is the sensor located? Or what would cause this problem and how do I fix it?
