time in between sets

I was wondering how much time i should spend resting in between sets.
My routine right now is:
Curls (35lbs) 3 sets (decreasing reps starting at 8)
military press (35lbs) 3 sets (decreasing reps starting at 8)
shrugs (50lbs each hand, need more weight but left it at home) 3-4 sets (10 reps)
bent over rows (see shrugs) 3 sets (10 reps)
ab excercises (depending on my mood ill switch it up between 3 different excercises) 3-4 sets of 20-30 reps
forearms (20lbs) 3 sets (10 reps)
between sets i spend time stretching, then about 20 seconds resting, then the next set, between excercises i just change the weight on the dumbells and go right into it. should i leave more or less time between sets.
I'm 17 (almost 18) ~185lbs 5' 8.5" my goal is to lose some weight and bulk up. First i want to get as bulky as i can, or until i think it's enough, then get toned and lose weight. i don't really have enough time to do alot of cardio right now so ill just have to diet and hope i lose a bit of weight while i wait for the summer (knees are shot so i cant run, biking and swimming are the only real cardio i can do).
also, i can't do leg presses or squats because of my knees (5 years ago i could leg press 250lbs, now i cant do 200 without my knees killing me) so do any of you know some leg excercises that i could do?

If you are going to failure in each set then about 2 minutes between sets. Dont stretch between sets. Stretching reduces the ammount of weight you are able to toss up. Dont get me wrong stretching is an important part of any exercise routine but if your looking to bulk up then it should be done after lifting or on another day completely.

Try leg curls, biking (esp. up hills in high gear), or running.

Every trainer I've heard says no more than 1 minute between sets - and don't stretch between sets.
