fan problems

i have a 97 neon SOHC 2 door
and as far as i can tell the fans arent kicking on atall to cool the car
its not hot here yet but it is warm for this time of the year 40-50 degrees out
but as far as i can tell the tempature gauge never goes past about 1/2 if it even get that high?
what could be wrong?

Fan relay or thermostat could be bad.
